Web Publishing Systems are specialized software that is designed to handle a certain kind of content. News system for example (sites that publish short news in a list of topics) are fundamentally diffrent from electronic newspapers. Therefore, first stage in the proces of implementing a Web Publishing System is the carefull study (and/or design) of the content and the publishing process. One or more publishing procedures will be devised. Once the publishing procedure is established the right software/hardware platform can be chosen and the actual implementation process will begin.

Like real newspapers, Web Publishing Systems have to function unexposed to the public for a certain period of time untill all the procedures are fully understand and the system is going well.
